There is a lot of information here on this website so here are a few tips to get around it.
The principle of it is you should be able to access most of the websites that you would generally use apart from banking sites. In the menu bar are over fifty websites you can access broken down by subject, Hover your mouse to open over the menu bar subjects to open the sub menu and simply click on the relevant link.
On mobile phone, tap the three horizonal lines at the top right to open the menu bar subject and tap again on the link.
This will take you directly to the page, if you prefer to browse by opening the link in a new tab, simply click on the link with the Right mouse button, a new tab will open at the top of your web browser enabling you to browse between multiple tabs. On your mobile press and hold, then from the menu that opens, tap on new tab. At the top right of your phone should be a number of 2 or greater which denotes the number of tabs you have open, tap on that to view a thumbnail of all the tabs which you can swap between or close.
So whether you want to know the latest news or what the next bin day is, its in the menu bar, if you need the house decorated or the house built, look in the business links.

I warmly welcome the launch of Local Business Keelby; anything that helps promote our village businesses and community is, by definition, good and can only be of value to all residents and our visitors. Accordingly, I’m absolutely delighted to have been invited to write for it!
While people will know of West Lindsey District Council through our award-winning weekly refuse and recycling service (the team recently won the prestigious APSE (Association for Public Service Excellence) Award for Best Performer in Refuse Collection for the second year in succession) they may be less aware of the wealth of business and community support we provide.
For example, our Growth Team publishes a monthly Business E-Brief that details the current sources of advice and support available, including up to date funding and training opportunities. This service is offered completely without charge or any obligation. The link to subscribe is:

As part of the our response to the challenges of the coronavirus pandemic we introduced the Think Local campaign, a free business listing that is searchable by area or category. It proved so popular that it remains in place and indeed, now includes over 150 businesses throughout the district. Turning to community, in 2009 Keelby Village Hall had the distinction of being the first such venue in West Lindsey to be enabled as a Wi-Fi hotspot by the District Council. This is not only important to those using the facility, but also could prove vital were the Hall to be used in response to an emergency evacuation event. Again this service is provided completely without cost to the parish.
Keelby has two potentially life saving community defibrillators (AED’s) one on the Village Hall and the other on the Sports Pavilion. These were supplied and installed by the District Council working in partnership with LIVES (Lincolnshire Integrated Voluntary Emergency Service) for a 20% contribution from Keelby Parish Council, who now fund maintenance contracts for them both.
Two of our Good Causes currently participate in the West Lindsey Lottery, Keelby United Football Club and Keelby Village Hall. Tickets only cost £1.00 each and have a 1:50 chance of a prize (the weekly jackpot is £25,000.00) however supporters have the assurance of knowing they are directly benefiting their own community. Held in the Village Hall on Tuesday 6th February 2024

Public Question Time Ref – 24/18
A resident requested some up to date bus timetables at the bus stops. Clerk to contact Stagecoach to request these. They also asked about litter picking kits. The clerk will contact WLDC to see if any are available from them.
A resident requested help from the council in getting the trees trimmed on Riby Road. Clerk will write a letter to WLDC to request this.
4.
County Councillors Report – Ref 24/19
Cllr Smith’s updates are circulated when they are sent through. Cllr Smith is still looking into the tree on Broadway that was recently removed in order for works to be carried out by Anglian Water. He is seeking confirmation on whether there was a TPO on it as if there was a replacement needs to be planted. He is also asking what is happening to the stump that has been left. Cllr T Smith advised that he was also aware of the problems raised earlier regarding the Riby Road trees and he has met with the tree officer and the resident. He has requested the basal removal from the trees on Riby Road but thinks this is likely to be done in the next financial year.

Cllr Bierley had circulated his report beforehand and there were no questions.

To approve the minutes of the Parish Council Meetings held on 2nd January 2024 – Ref 24/21
It was proposed, seconded, and resolved to accept the minutes as a true record of the meeting.

Clerk’s report – Ref 24/22
Clerk advised that we weren’t successful in obtaining a grant from Quickline for another speed indicator device.
The bush at the bus stop on Yarborough Road has been reported on Fix my Street as requested by Cllr T Smith.
A18 petition – a reply from LCC has confirmed that we need to include a statement of what action the petitioner wishes to be taken on each page, 2 signatures of those who live or work in Lincolnshire and the name and contact details of the person taking responsibility for the petition. Cllrs K Stark and T Bentham to complete these.
Clerk advised that she had asked WLDC for an update on Hubert Ward house.
Grass cutting contract runs annually so clerk to get prices for 2024
Cemetery – clerk advised that she had received a complaint regarding live flowers being removed from a grave at the cemetery. This had not been done by Keelby PC and it was agreed that this and clarification of non-residents graves would be discussed at the next meeting when the policy is updated.
Councillor volunteer scheme. The clerk and Cllr G Lovatt have met with them and they had confirmed that they would carry out the paining of the containers at the sports field. Cllr P Wilks advised that the paint we had bought previously was to spray the containers so it was agreed to go back to them regarding this. Clerk to pass contact details for them to Cllr R Dannatt. Clerk to ask LALC about the regulations for testing memorial stones at the cemetery for next meeting.

Cllr P Wilks raised the fact that the green bins are all full at the cemetery. Clerk to ask if an additional collection could be done before the service starts at the end of March.

Reports from external organisations – Ref 24/23
Sports Association – Cllr S Knight had circulated the new lease document beforehand. Discussions took place regarding this document and various alterations were discussed and approved. It was agreed that the appendix that Cllr T Wright had done which highlighted who was responsible for what should be included. Cllr S Knight will update the lease document and send to the Councillors for their approval and then send KSA for their consideration. A further meeting can then be arranged with the KSA to discuss the new lease document and also clarify the areas covered by the KPC public liability insurance.
Cllr M Wright advised that the KSA had secured 2 grants amounting to £18k to fund the costs and installation of solar panels on the roof of the pavilion. They now need approval from KPC to commence this installation. It was proposed, seconded and resolved to fully support this installation and in addition thank them for their efforts in securing this funding. It had been agreed by the KSA that these panels would be an asset of KPC and will need to be included on the buildings insurance.
FCC Community Action fund for ongoing repairs – it was agreed to apply for this in the next funding period which commences on 20th March to give us time to get the application prepared and quotes obtained.
Community Speed Watch – one short session has been held this month which highlighted one offender travelling at 41mph. In 2023 31 vehicles received letters and only 1 received a second letter so the statistics show that the scheme works in slowing traffic. Cllr G Lovatt reported that there needs to be a drive to get more volunteers trained to enable us to do more sessions as the sessions are significantly down from what we did in 2022. Cllr Lovatt is intending to have a stall at the gala to try to promote this.
Village Hall – the last meeting was the gala meeting. The gala is planned for 29th June. The proceeds from the gala will be split equally between the Village Hall and The Health Tree Foundation The next meeting for the gala is on the 20th March. The pantomime has been a success and numbers in attendance have improved.
Library and Youth Club – They are still waiting to re-open the youth club but they are now close to having relevant documentation completed. Cllr T Smith has requested that the shrub outside the building is trimmed. The library is having a new kitchen installed and paid for by LCC.

Play area & Old Tennis Courts Renovations – Cllr T Bentham has completed an inspection of all the installations on the playing field. Everything is fine. On the new installation some caps are missing which cover the screws. These need to be glued in next time. Photographs have been taken.

Dead Tree at Sports Field – Nothing further has been heard regarding this. The land registry document does not show boundaries. The cemetery land and the playing field do not look to be registered so it was agreed the clerk should get these registered with the land registry.

Tree maintenance on playing field – Quotes have been received to carry out maintenance work on the trees on the playing field. It was proposed, seconded and resolved to go with supplier 1. Clerk to advise contractor and ask them to contact Cllr P Wilks who will oversee the work.

Cemetery Fencing/paddock on South Street – Clerk has not yet received any dates for this meeting from the resident.

Correspondence – Ref 24/26
An email has been received regarding the public footpath between Maple Avenue and Barton Street and the public footpath down Cissplatt Lane not being maintained. Clerk to advise resident that we will continue to put pressure on LCC regarding this.
An email has been received regarding the riding of motor cycles on the village green. This and also the damage to our CSW sign have been reported to the police. Clerk to advise the housing department at WLDC of these incidents.
Cllrs T Wright, C Tym and G Lovatt to attend the Community Emergency Planning and LRF open evening on Monday 19th February.

The village of Keelby has been a settlement since Roman times, and was known as Chelebi, which means ‘Ridge Village’. (Name given by the Danes). The original part of the church dates around 1160. The medieval church had a South aisle slightly wider than the present one but either fell or was pulled down and the arcade walled up in 1692. (This date is marked on a stone adjacent to the South door). This hid the late twelfth century pillars within what is now the South wall. The East window, a three light Y tracery window, is from the thirteenth century. The other windows belong to the first half of the 14th century. The font, ceiling of the lower tower chamber and the North door also date from the fourteenth century. In 1830 a lower pitched roof was erected over the Nave. Later, due to an over-zealous churchwarden, the door of the porch on the North side was blocked up and a pair of second-hand oak doors inserted under the large perpendicular window in the tower to act as a new entrance. This, together with the lowered roof line, weakened the tower. It was reported that the ringing of the three bells (dated 1604, 1628 and 1688) caused the walls of the tower to vibrate. (The bells are tuned: small Db; middle C and the largest B). At the West end of the Nave, at first floor level against the tower there was a wooden gallery. In 1887 a new organ was provided by a single benefactor and was installed by Cousins of Lincoln. In 1896 new choir stalls were added, the alter rail renewed and the pulpit lowered. Because of concerns regarding the safety of the tower a structural survey was carried out in 1898 and recommendations made to rectify the defects found. At some time between 1901 and 1905 the church was closed for renovation. In 1905 the tower was restored – the upper tower was removed and rebuilt, the bells rehung on the old oak frame which was no longer attached to the exterior tower walls. The West doorway was in-filled and the North porch opened up. The font was moved to its current position at the West end of the Nave and a new floor was laid in the Nave. It is possible that the wooden gallery was removed at this time. In 1909 a new South aisle was built and the North wall of the Nave lowered to its original height. The Nave roof was restored to its original 1830 height and pitch thereby supporting the restored tower. The new South aisle was extended East to form a new organ chamber which includes the vicar’s vestry and a new arch from the chancel was created. Extra seating was also installed. The cost for this work was covered by a bequest from Miss Dawson of £1000. Changes to the Chancel included building up the walls to their original height, re-roofing and re-flooring. The cost of the work was paid for by the Earl of Yarborough as Impropriator.* The church was reopened in 1910 along with the new Church Institute across the road in Kings Street (now the Village Hall). The four carved heads on the exterior of the South aisle wall (now in the church hall) are representations of three Lincoln Bishops: Wordsworth (1868-1885); King (1885-1910) and Hicks (1910-1919). The fourth was thought to be of Archbishop Benson of Canterbury but a visit in 1984 by Canon Browne’s son confirmed that it was indeed of his father. We look forward to welcoming you to our worship at Keelby. The congregation at Keelby are happy with many styles of worship. We are a relaxed and interactive Church family of all ages with a small Sunday Club.
The Steward for your service can be found in the Diary/Rota on the home page of this site.
Keelby has full use of technology; all songs are projected and can be chosen from books 1-5 of Songs of Fellowship and many other sources. The more modern worship songs are favoured at Keelby, but we are happy to include older hymns, perhaps with a more modern arrangement. DVD clips and CDs are also able to be used and are covered by our licences.
We also like to project our Bible readings, so if you could let us have your readings and chosen version along with your song/hymn choices. In addition, please let your Steward know if you would like readers from the congregation.
We politely ask that you have your full order of service ready and forwarded to your Steward by the Wednesday evening prior to your service so that all (including all you wish to be projected) can be passed on to the technicians and readers by the Thursday.
We do like to have a block of worship, incorporating music/prayers etc early in the service by preference, and we would ask that you bear this in mind in your service planning. However, we appreciate that this may not fit in with the structure of your service as it comes to you, and will be happy to assist you in delivering your service as it comes to you as best we can, in any way we can.

Quickline
With Quickline coming in to the village we are please to announce their support by providing a supply to the village hall.
However for most users the advantage of quickline is the savings made by not having to pay line rental for their internet, the disavantage is many are uncomfotable with losing their landline number.
The solution (but not personally tested) is to use what known as a voip telephone line, which is basically a digital line that uses the Internet , which BT are starting to transfer customer on to anyway. But by using a company like Voipfone or Andrews and arnold AKA A&A, you can “port” your old landline number and keep it that way. The costs seem reasonable and a lot cheaper than a BT line with prices from £1.50 it appears, so worth investigating if the loss of your home number is a pitfll of changing.
